Underachieving kids - and in some cases, their preference for low-riding jeans - can come from any socioeconomic background these days. Those from middle-to-upper-class backgrounds would likely get bailed out by their parents - or go completely off the grid - before applying for public assistance.

Springfield Mall has been a topic discussed at length here. While I have personally never felt uncomfortable there, I'll concede that it will never be confused with Tysons Galleria. Nonetheless, its redevelopment into a "town center" seems to be imminent once the economy recovers.

One can't stop people from expressing themselves on their own time. If/when they go to work or school, those in charge have the right to tell them what is acceptable in those places of business.

Drawing conclusions on a person's lifestyle from how they dress is hardly pointless. Intentionally wearing pants halfway down is clearly absurd and I'm comfortable coming to that conclusion.

Howard Hughes used to get criticized for not wearing any clothes at all. I suppose judging him as a misfit was wrong. And don't forget "the naked guy" at Berkeley, about 15 years ago. The courts ruled, that he indeed, would wear clothes to class. It was NOT free speech, it was stupidity. Something about a skid mark on the chair.............
