Do you know why he failed you? That would be the best place to start before venturing out to other DMVs!

But Fair Oaks does not offer the road test, and that's what the poster is asking about.

(And I think that the reason that Fair Oaks seems to be the fastest and most efficient is that it has a lot more clerks on duty than some of the other DMVs, at least the ones I've been to -- Alexandria, Kingstowne among them.)

I don't know the best place but I'd probably try to shoot for places that have less traffic as I'd imagine that would be less stressful for a new driver taking their test (e.g., avoid Vienna and Sterling). Though one could argue you should take the test where you plan on living/driving the most.

Well, I think the DMV examiners may be a bit on edge these days. One of them was KILLED on a driving test last summer.

This is most definitely not the kind of "duty" one wants to die in the line of....

I have seen reviews before taking my driving test in Chantilly DMV. Few told it was easy to get and others said its normal.

My experience

1st Attempt:
Went without appointment at 9 am. I was called at 11.30 am. I rented Car from Enterprise with expired registration which i haven't noticed. So failed exam

2nd Attempt:
Went without appointment at 8.10 am. I was called at 9.15 for driving exam. This time i made sure everything is right in my rented car. A sweet old lady accompanied me for my exam. My exam went as follows:
I went over 5MPH when coming out of DMV and she told me you cant be so fast.
when coming out of DMV, i was over cautious and was looking road more than 5 times and she laughed and said there are no vehicles,you can take left turn.
At intersections i was slowing down more than expected, so she told not to slow down, you can get hit.
Rest all were good. I drove may be totally 2 miles in 5 minutes and came back to DMV.
She told me i am giving license.
Very nice and not so difficult. Follow all the rules and you can get license easily.
BTW i have experience driving car in my country for 5 years and in USA (may be totally drove 400 miles before exam).
