you might want to get mean with them... Ask for their personal info or ask to speak with superiors. maybe write a threatening letter to the verizon HQ? It might not work, but you'll feel better!

We got a lot of those calls when we first moved here and got our (703) number, too. They started dying down after about a year, but until then, it was a whole lot of not picking up the phone if I didn't recognize the number. Sometimes I'd answer just so I could tell them, "I don't know where the deadbeat is, I just have his old phone number!" It didn't help but it made me feel better, LOL.

I'm not that phone savvy, but I wonder if it would help to dump the land line and get phone service through your computer?

yeah I have a second line for work that is a viop phone and i get calls on that line too! Not as bad though, apparently the people that had my main line were being naughty about paying their bills!
