okay folks. I have narrowed it down(almost) to Arlington or DC. Any parts of Arlington I should stay away from? Any parts of NW DC and NE DC should I not even bother with?

Generally speaking, North Arlington is seen as more desirable than Soutth Arlington. I don't think there's any area that specifically "dangerous" but I'll let others more knowledgeable than me speak on that.

I would suggest going to the District of Columbia forum for the most informed views of the city.

Okay. Next question: Is the only way to get to the Court House in Manassas and the Fairfax County Courhouse is by car if I lived in Arlington or Falls Church? I plan to come without a vehicle, but was told Manassas and Fairfax may not be accessible by MetroRail.

Manassas is accessible by the Virginia Railway Express Rail service in Virginia - VRE but I don't know where the station would be in relation to the courthouse.

The Fairfax/Vienna/GMU Metro station isn't exactly walking distance to any of those towns either. However, bus connections may be more likely. Others here may know more specifically but check out Metro - Home page as well.
