I wonder how technology and the online degrees will affect the future college experience and costs.

That will depend on whether corporate America views the online/long-distance degrees on the same level as an in-college degree.

I have been contributing in VA 529 VEST and we started few years back. We moved to Washington state and wondering if we should continue to contribute in VA 529 or start looking for plans in WA. I dont see my kids going to college in Virginia.

VEST (the Virginia 529) is a very strong program. The only reason I would consider stopping contributions and contributing to a WA program instead would be taxes. Specifically, you no longer benefit from the VA state deduction. However, given that Washington state doesn't have a personal income tax, it may not be an issue.
