If you have an HOA, see if there are any guidelines regarding this. You said that they are renters, right? There could be something regarding excessive odors or fumes, maybe something similar to using chemicals, smoky devices, etc. Landlords hate to hear anything about their renters causing any kind of problems. At the very least, maybe they can dispose of their ashtrays/cigarette butts on a regular basis so that it isn't stinky--something that may fall under guidelines of trash/refuse.

Otherwise, build a wall if you already don't have one and/or tall trees or shrubs so the smoke drifts outwards, not towards you. Get a couple of big fans as previously suggested or install a ceiling fan on your porch if you have one.

You can also drop some major hints: next time they're out their smoking away, just go outside and say out loud something like, "Jesus Christ, this smoke really stinks!" and spray a couple of large cans of Lysol towards them and say, "That's better. This stuff will kill ya."
