My fiance and I are really looking into getting married on Oahu. (We're from Maine.)
We are on a TIGHT budget, and really just want a relatively short ceremony on a beach at sunset. We will have 3 guests, a JP a photographer, and that's it. Maybe a fabric "isle" and some of those decorative torches.

Is it possible to just pick a beach and time and just get married, or are there fees that need to be paid or other rules? Also, does anyone have any suggestions of some of the nicer but less crowded beaches that might be relatively easy to access?

Because we are on a tight budget, we're most likely not going to stay at a resort or in a really expensive rental house. Are there any places that will not put a hole in our pockets that we could honeymoon at for 4-5 nights? (As well as put up our guests for a night or so....)

We are also open to any suggestions what so ever regarding a good (but inexpensive) place to buy a wedding bouquet, a good JP, best inexpensive dining places and affordable activities to do while there?

I'm not a local, so I cant answer your question about regulations and fees, however I have been to Oahu numerous times.

My favorite beach is Waimanalo Beach. BEAUTIFUL!

What's your price range for hotels? A budget hotel in Waikiki would not be considered a budget hotel in Orlando, so an actual price range would be helpful.

Oh man. My price range is... about $100-$150 a night IF that. I'm a college student, and my fiance is a single father with a 6 y.o. daughter who lives with us. Maine's economy (in my opinion) sucks, and most jobs don't pay very well. I'm actually trying to find a better job to hopefully be able to afford this whole thing.

That price range is a lot better than I thought.

Check out these hotels:

Aqua Palms and Spa
Wyland Waikiki
Aqua Waikiki Wave
Aqua Aloha Surf & Spa
Sheraton Princess Kaiulani
Ilima Hotel
Outrigger Luana Waikiki

These hotels are probally the best for the price ($80-$140).

Hotels.com is good for checking rates because even if you book it through them and you find a cheaper price somewhere else, they will still match that new price.

Tripadvisor.com is good for checking reviews on specific hotels.

If your finances really crumble between now and then, check out Waikiki Prince Hotel

I am getting married on Oahu and have hired a professional photographer. He recommended a sunrise wedding for better photos instead of sunset. From what he told us, you just go to the beach and do it. No fees or anything like that.
