Not sure what point your trying to make. Statistically NE Ohio as a whole is much more urbanized than NWO. That doesn't mean 100% of the NEO is urban, or that none of NWO is. Much like the fact that Ohio is more urbanized than Montana. That doesn't mean Hicksville OH is more urban than Billings, but the state as a whole is. Again, refer to the population density map posted on page 1.
