apparently these rocket scientists think that cleaning the river still stop it from flooding
been there to the river and thats not going to stop it.
theres no kind of wall, gate, concrete slabs, etc etc to stop the river from spilling out of a backyard which borders it and rolling right into the street.
also, its not very wide.
they've probably spent about 200 million dollars figuring out what to do over the last decade
