there is no difference between a state and a commonwealth other than the intention of the existence of the government within the area. to take it further, when the constitution says "several states", this is understood to include the four commonwealths (kentucky, massachusetts, pennsylvania, and virginia). that said, ohio does have a bit less regulation on certain things us common people do compared to it's commonwealth bretheren.
