After reading some posted responses I think Springfield seems to be better locationally. Lima does appear isolated and the local commercial/ retail sector seems a bit antiquated. At least Springfield is close to some decent restaurants on Bechtle or a short drive to Beavercreek. Is there in difference in your opinions about the general populace? Is either town better off socio-economicly? What about town astectics? Is one town prettier or cleaner than the other? If they are run down I may bite the bullet and head back to the gem city.

They're similar, demographically. A lot of white trash, and a lot of, well, every other color trash too. Springfield, being larger, probably has more non-trashy people, but proportionally they're the same.

Springfield is definitely prettier. The Ridgewood area is a nice neighborhood even for a big-city suburb. A lot of nice old homes, at reasonable prices. (My great-aunt just sold a 4br brick colonial for like $112k.) Downtown has some nice buildings, and the plaza, while modern, is comfortable and inviting. East High Street is an architectural treasure, including a nicely-restored Frank Lloyd Wright house.

Lima smells. Not kidding.

Lima has all the same chain restaurants Springfield has, but they are on Elida Rd., not Bechtle.

Zanesville has its own TV station, too. I don't know that I would want to live there, either.

I'd go with Springfield because it is prettier and honestly most people I've known from Lima I didn't like. Sorry to those who are from Lima but those few I've known from there have been some doozies and I'd worry there was a culture of people like those I don't like.

To the OP, I know this is the Ohio forum, but since you mentioned Toledo, you may want to also look at the small SE Michigan towns/burbs near Toledo.

Lots of people from Toledo move to the Temperance and Bedford areas or others near Lake Erie to get a small town atmosphere. If you are going to go to the Toledo area, it wouldn't hurt to look at SE Michigan.

To be fair, there's a whole lot of trashy people in Springfield too, A LOT. Lima's isolation might make people a bit more depressed though.
