I can only comment on Peppertree in Niles. I've had a few friends that lived there and i've never heard any complaints out of them. Also, i believe they are managed by Simco properties. If that is in fact the case, i think they are pretty reputable. I live in a Simco property in Warren and they are very friendly and helpful whenever i need something.
As for the Niles area, it will be a short 10 minute or so drive down 422 to St. E's. If you move there be careful driving through Girard. They are always watching for speeders, if you go over 30 mph on 422 they will pull you over!!!!!! Other than that i think Niles would be a good fit during your residency. Niles is home to the Eastwood Mall Complex where you will find plenty of shopping and restaurants, if you are a golfer there are plenty of courses in the area and a golf dome in Girard right on 422. It's also a short drive to downtown Youngstown and probably 20 minutes to Boardman where there is more shopping, etc.

Millcreek would be your best choice out of these options. It will put you within distance of the freeway which would make your commute to the hospital about 10 min. Also you will be in a safe area with access to many fine restaraunts and a mall within 2-5 miles. I was looking at these apts before i bought my condo.

thanks, cortlandgirl and kal8080...yes, millcreek and peppertree are both managed by simco. i was considering hillbrook before, but i read here that the management is not that good. i am kinda torn between the two because peppertree has a cabin-like feel, while millcreek has more spacious rooms. actually, millcreek is more expensive than peppertree. safety is important for me and it is good to here that both areas are safe.
thank you for your insights...

No problem. Maybe you should check out the surrounding areas and see which one is more convenient for you if you are having trouble deciding. I know Boardman has a lot more traffic than Niles, but i guess it depends what roads you will be traveling. I lived in Niles for about 6 years, so i can answer any questions you have about it, as well. Also, if you have anymore questions feel free to ask.

I guess it depends on what you like. The boardman area offers a little more shopping and dining, but more congestion. Niles has a lot of the same stores Boardman does, so it would be up to your preference. Niles does have a minor league baseball team at the mall complex(Short Season Class A affiliate of the Cleveland Indians), if you're into that sort of thing.
As for Timber Creek, i know they used to have problems there, but supposedly got rid of them a few years back. It's not a really bad area or anything, but there is some riff raff about a mile north of that area. In my opinion, Peppertree Is in a better location, as it's a little closer to St. E's. I know a D.O. that is doing his residency at St. Joe's in Warren and he lives in Eastwood Arms in Niles, it's right on st. rt. 46 across from the Niles fire station.
I actually live in Simco's Northbury (Warren) property at the moment and i like it so far. There is easy access to the Rt 82/5 bypass here, but it's a little further out than Niles.
