Dayton is at 31 or 32 with a murder rate of 20.8/per100k.

This map shows all of them in the Dayton area, which has 38 but 6-7 of those are outside city limits.
http://www.daytondailynews.com/news/data/69039.html

Toledo is at 17 I believe with a murder rate of 5.8/per100k.
Youngstown is now at around 21 (I heard) with a murder rate of 28.8/per100k.
