I know some people that live around the streets of Basil and Sequoya. It is a nice little neighborhood. They just re-built the elementary school there (Paul C. Bunn) and I actually went in it to look around...It is very nice.

The Brier Hill area is also known as a slum or ghetto area. There is a public-housing project, the Brier Hill Homes, located there. Most of the houses around there were built prior to world war 2. The best places to live around Youngstown are: Canfield, Poland, Columbiana, New Middletown, Vienna, Cortland, or Hubbard. This city of Youngstown itself is 20% good, 80% depreciated. The inner-city slums are pushing into: Campbell, Girard, Liberty, Boardman, and Austintown.

I own rentals in Boardman. All are zip code 44512. Boardman is great and we have no trouble renting there. However the next time we buy property in the area I will probably take a close look at Columbiana and New Middleton.
Affordable and nice condos on Eisenhower Dr are usually about 55,000 - 60,000. There are some houses in that price range in the Glennwood area... but be careful cause there can be flooding there.
