They've made their way north as well as a small bear was killed west of Alliance earlier this summer by a teenage driver:
Ohio.com - Teen hits black bear with car in Stark County
The article also notes that they are in Ashtabula County.

And if I recall correctly, 3 or 4 years ago a black bear was struck by a vehicle in Fulton County....near the Michigan border. Aside from that, I'd say most are concentrated in the southeast.
