Are there any single-story apartment complexes in the area that are not ghetto/run-down/in the bad part of town?

No, there are not. However, you can always rent a ground floor apartment in a multi-story building.

Are you wanting a town home? I could be wrong, but I've always thought the concept of apartments were short term housing that is packed in stories to maximize profit.

If you're looking for like a duplex, yes, they're all over.

Aren't there some new townhomes where there are no neighbors above and below on North Penn up near danforth/penn I think. They look nice.

I think so. They are building new homes like crazy in NW OKC and I'm sure there are some town homes around.
