The earth in central Oklahoma shifts a lot. Much of the soil is clay and shale-based, and is not easy to unearth, so I am willing to bet that makes digging for basements economically unfeasible.

Probably the same reason our foundations crack more often than in other places. Don't worry about basements. You can find a local public shelter ahead of time.

The tornados aren't bad, as long as you don't live in Moore. They are a magnet. I wouldn't let that stop you from moving to Oklahoma. There are tornados all over the midwest. Chicago could get hit. You never know.
As far as oil wells go. I wouldn't worry about it. If you are lucky enough to live by one be sure to check your deed to your house to see if you have mineral interests. My brother just moved and they are getting $400 a month for a well that is about a half mile from their house. You probably think that the drilling rig is there all the time. It is not, usually there is just a small 3 foot tall well head and if it produces oil there are 2 to 3 tanks that are ten foot wide and 8 foot tall. It is rare to have one in a neighborhood. The pump jack which you might also be thinking of are on slow producing wells. They are even more rare in the city/suburbs.
I hope I have answered a few of your questions. I definitely would take a trip to Oklahoma and see what it is like here before you pass judgment on us. Airline tickets are cheap. You can fly from Chicago and back for $200. So, definitely take a weekend trip and get an idea for yourself.

Let's put the tornado thing into perspective. Since the F5 tornado that hit Moore back in 1999, only 2 other F5s have hit the entire US since (neither was in the state of OK).
Surprising, Florida has the highest number of tornadoes per year but almost all are F0 or F1.

lasomeday, I think your brother is probably pretty lucky. Any owner with common sense retains their mineral rights because it's legal to do so in OK.

He got the house in a foreclosure. So, the owner had no rights to anything, and the well produces a lot of oil and gas.

The oil wells are all over; however, it appears some in the northern part of the city are drying up. I have notice several 'intents' (new oil well drilling) in the Southeastern part of the city. You'll get use to it, and possibly have royalties paid to you!
It has been especially windy recently. There has been a lot of Chemtrails sprayed so I'm not sure how much of it is affecting the weather.
I'm sure you can find a home with a pool, or have one put in.
