does the oklahoma city oklahoma police department take lateral police officers from out of state and also federal police officers

No, you will still have to go to the academy and become CLEET certified by Oklahoma.

Now being a former officer from other agencies will make you a more desirable candidate and you get a pay bonus if you have a Bachelors or Masters degree, but everyone starts off at the same level.

That sucks horse arse, but on a positive note, I'm sure surrounding agencies would be more than happy to recruit those displaced cadets.
