Each State is a sovereign nation State -

The federal government is subservient to the States and all government is subservient to We the People. The federal government has infringed on OUR RIGHTS and has committed many usurpations of power against the States and We the People..

Over a period of several Administrations the federal government has attempted subversion of the US Constitution and State's Rights placing unfunded mandates and "Acts" upon the States. The federal government has illegally placed properties of the States as collateral for US debt. By means of its legislation, presidential directives, executive orders, and signing letters the federal government is in breach of contract for Statehood with all 50 States..
It is a legal and moral obligation of the States to defend their Rights and the Rights of Citizens. It is the moral and legal obligation of the States to posses their lands, that each States' Governor have control over their State Militia, and that each State exercise all its right without illegal encumbrances, infringements of Rights and usurpations of power by the Feds.
The US Constitution is the Primary Law of the Land and supporting Supreme Court decisions uphold the legal position of the Sovereignty of the States. A Sovereignty Resolution, or even a Writ of Intent to Secede, does NOT dissolve the united States of America..
There is no quarrel between the States; the ties that bind US together are the Declaration of Independence, the Bill of Rights, the original US Constitution, freedom of travel, and no tariffs on commerce between the States..There are ONLY two mandates for the federal government and that is to provide for the common defense (US military) and promote the general welfare (regulate commerce)..
There is no need or desire to dissolve the united States of America or the original US Constitution. Both moral and legal obligations exist to dissolve the UNITED STATES OF AMERICA, CORPORATION; and along with it the Federal Reserve (It is a privately owned bank - not federal, nor does it have any reserves); the IRS which is corporation registered in Puerto Rico and serves as a private collection agency for the unconstitutional Federal Reserve); and the absolution of many alphabet soup government agencies (also unconstitutional corporations that may be owned in whole or in part or not at all by the UNITED STATES OF AMERICA, CORP.)..
A Sovereignty Resolution or a Writ of Intent to Secede is a legal maneuver to put the subservient federal government on notice that its mandates, infringements of Inalienable Rights, and usurpations of power will not be complied with. It is notification that if the federal government (US Congress in particular) does not address the grievances of the States and of We the People that the UNITED STATES OF AMERICA, CORP. will be shut down and government according to the Constitution be re-instated.
The federal government has tried to turn the Rule of Law upside down. We the People are the sovereigns, the States are over the federal government, and the federal government is subservient to We the People and the States - that is the Rule of Law..
This is not entered into lightly. It is a serious matter, and necessary to ALL Americans' Inalienable Rights and States' Rights. The Primary Laws for such actions are in the US Constitution, and supporting Supreme Court decisions uphold the Constitutionality of the States' Sovereignty..

The federal government is in breach of contract with our Statehood. They have placed burdensome unfunded mandates upon our State, have infringed upon and committed usurpations of our State's Rights, and upon the Rights of the individual citizens.

Our State would be much better off financially and more secure in our persons and property without the dictatorial position of the federal government's illegal and unconstitutional presence, mandates, illegal collateralization of our State's property for US debt, and the commandeering of our State's Militia for illegal and unconstitutional wars.

A Joint Resolution claiming sovereignty under the Tenth Amendment to the Constitution of the United States over certain powers; serving notice to the
federal government to cease and desist certain
mandates; and directing distribution-
WHEREAS, the Tenth Amendment to the Constitution of the United States reads as follows: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to
the States respectively, or to the people-"; and
WHEREAS, the Tenth Amendment defines the total scope of federal power as being that specifically granted by the Constitution of the
United States and no more; and
WHEREAS, the scope of power defined by the Tenth Amendment means that the federal government was created by the states specifically to be an agent of the states; and
WHEREAS, today, in 2008, the states are demonstrably treated as agents of the federal government; and
WHEREAS, many federal mandates are directly in violation of the Tenth Amendment to the Constitution of the United States; and
WHEREAS, the United States Supreme Court has ruled in New York v- United States, 112 S- Ct- 2408 (1992), that Congress may not simply commandeer the legislative and regulatory processes of the states; and
WHEREAS, a number of proposals from previous administrations and some now pending from the present administration and from Congress may further violate the Constitution of the United States-
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE 2ND SESSION OF THE 51ST OKLAHOMA LEGISLATURE:
THAT the State of Oklahoma hereby claims sovereignty under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States-
