Default digging in red clay dirt?

my dad lives in jay oklahoma and has a water leak under the red clay dirt and rocks , as a kid i remember trying to dig in this stuff and could get nowhere fast only thing that seemed to work was a pick-axe. so my question is does anyone have advice on digging in this area like is it easier to soak the ground or not or anything else would be nice p.s.s no i cant afford a back hoe to do it .......thanks
