Does anyone know what this building is?

Douglas County Account Information

I've walked by it before, but didn't think that it was occupied. There's a lot of renovation work going on in that area (14th and Farnam) so I was just wondering if anyone know anything about this building and if there were plans for it. It's pretty cool looking!
