As far as issues in Omaha, taxes are a big issue. The economic slowdown is already forcing Omaha to cut.
I believe Omaha has cut a bit and did so by following the lead of other major US cities because of the credit crisis. I think it's just more of a proactive action rather than reactive.

The Omaha World Herald already had an article where some Omaha gov/t departments will be more undermanned than usual, a direct result of the slowdown. Don't think for a minute that we are immune. We might go thru this slowdown better than other areas in the country, but we are not immune to its effects.
