Ya, the meaning relates directly to the manner in which foreign policy is implemented. It has no place in the context of the inhabitants of a city.

I think that you are talking about South Omaha, which has a large hispanic population. If that is the case, then the main hub of activity is along south 24th street. Leavenworth, Vinton, and 13th streets are also good places to try, as per your vague question.
