I'm sure its happened before. The DMV has a policy and the means to verify addresses. Sometimes people get lazy, or busy, or skip a step and assume nothing bad will come of it. I am sure the employee who made the "mistake" feels terrible... whether it was an actual mistake or they skipped it on purpose. I'm sure that all the employees at the Douglas County DMV are now being very careful about this... sometimes it takes a mistake with a worst case outcome to drive home how very important all the extra steps are... its not just busy work. If they suspect its not an isolated incident then maybe it will prompt a check into more registrations by this clerk or others...
