I actually think this is somewhat a novel idea. But its being implemented in such a noneffective manner that it will undoubtedly fail. Put 100 bikes on campus and maybe you have something.

As far as theft, you might develop some sort of automatic lock box that is unlocked with your electronic id. This would be pretty cheap and it would allow the University to track the last user of a bike.

The ones I saw on TV painted BRIGHT yellow! You can't miss them driving off of campus. I agree, a few ore are needed.
