950 a week shouldn't be a problem for a safe neighborhood. I would bet you could something for 600 a week, you'll be fine.
950 a MONTH? you'll have a hard time finding something is a bad area for that price

Find a roommate because 950 a month won't get you anything. Maybe try renting a room in someone's house is another option for you.

Safe AND cheap? Um...you'll definately need a roommate.
You may also want to look for a way to research smaller sections of the larger cities (Santa Ana, Anaheim, Garden Grove). Those are probably the more affordable cities and there _might_ be sub-sections that are safe.
One of the safest cities in USA is Mission Viejo.

Like people have said, $950/mo gets you nothing. $1950 would get you a decent place in Irvine, Mission Viejo, Laguna Beach....all safe cities.
Avoid Santa Ana like the plague.

1 bedroom corporate owned apartments in Huntington Beach or Costa Mesa are running around $1400/mo. You can do a little better in smaller complexes, duplexes, 4plexes if you look on Craig's List. My last apartment (moved 2.5 years ago) was a 2/2 in Costa Mesa for $1130/mo and that was ridiculously cheap at the time. Anything under a grand is a pipe dream today unless you want to rent someone's tool shed.

Hook up with a rich dude (or chick).
It works.

If $950 is your maximum, then you probably have no luck.
However, if you just generally want to move into the county, and have a budget, then inland Orange County may be a good choice. Cities like Brea or Placentia have 1 bedroom apartments starting at $1,080.
