I had lived in Terrace Apartment for 3 years. Upon leaving, the apartment made an inspection and concluded that nothing was damaged, only part of wall need to repaint because my 3 years old daughter made some drawings there. Despite this agreement, after I moved out, the apartment sent me a bill to charged me for additional fee for carpet, kitchen floor, bath room floor replacement and room cleaning. In total, the manager claims that I owe $1,444.80 in damages (I have $500 deposit). But all invoices didn’t match the statements. Also they put the balance on my credit already since they sent this to collect agent. Recently I found that I have to make balance zero, then I can rent me a new apartment. But I don't want to pay the balance to the apartment. What I can do?

Following is the charge.

1. Damage charge reglaze $160
2. Carpet replacement charge $385.10
3. Floor replacement charge kitchen and bath lino $394.70
4. Clean charge extra clean $175
5. Primer and one coat due extra crayon $330
6. Extra dirty unit $65

and next is what happened in past two years.
1. I had lived in the terrace apartments three years from June 1, 2010 to June 5 2013.
2. I received a move out statement on June 13, 2013, with a balance $944.80, no any invoices (except a cleaning invoice, but did not match with the statement).
3. On September 6, 2013, I received a notice, which they called final notice, asked me to pay 1009.80 in 72 hours.
4. I made a response dated on September 9, and asked the invoices they charged me in the statement.
5. On December 10, 2013, I received an invoice for carpet replacement.
6. On February 7, 2014, I received collection letter from Co-operative Adjustment Bureau, Inc. that asked me to pay $1007.96.
7. Around February 10, 2014, I send a complain letter with all documents to the headquarter of the terrace apartments (Domino Realty.com).
8. From then, I received two times call from the collection agent. I told them the reasons I would not pay the bill they charged to me.

so that was a year ago almost, where are you living if you can not rent an apratment? Something just doesn't seem to sound quite right here. Did you sign a statement when they did the last walk through or final inspection as you call it? Otherwise it is your word against thiers. You may want to contact some legal authority to determine what and if you have any rights?

You should call the Fair Housing Council in Santa Ana. They will help you for free.

I've called them for help regarding a move-out dispute I had with the apt manager/landlord many years ago and the Fair Housing Council was very helpful.

I hope you kept some records (pictures of the apt when you moved out), because like the other commenter said, this happened 2 years ago. Call the Fair Housing Council and a counselor can help you and let you know what your rights are within the law.

I didn't sign the moveout part, but I signed the move in part in the report.
Before I want to move to a new room inside of the terrace apartment since carpet was so dirty for my 1 year old son and 4 years old daughter, so I paid 35 dollars for inspection, they said everyting is OK, except wall I need to clean up since my 4 years old daughter did some drawing on the wall, but the new same size room price will 150 dollars higher than old one. So I decided to move out and found a nice one in city of orange.
Now, I want to move to Irvine. since I have balance (on my credit) with the terrace apartment, the new apartment cannot rent a apartment for me befor I clean up the balance, but I don't want to pay a penny to the terrace apartment.
