I clicked on the link out of boredom, and the article is actually entitled, Funding for City Projects Forecasted to be Tight. I don't care one way or the other, but it makes no mention of Laguna Niguel.

Also, it clearly states that although San Clemente's finances centered around capital improvements are expected to "tighten" in coming years, it's overall financial state is healthy. It sounds like they are being wise to recognize a potential problem before it gets out of hand.

"For at least the last two years, the outlook for money going toward capital improvement projects in San Clemente has been expected to get tighter in the coming years. This, according to city finance officials, is due to rising expenses the city is expected to incur with necessary maintenance to other projects, increasing costs and other factors. All these issues were discussed during the March 2 Long Term Financial Plan (LTFP) meeting.

The city’s general fund money is increasing each year, however, and is expected to continue, especially with the Outlets at San Clemente opening more shops and restaurants, and the Estrella Plaza now mostly filled. But it’s not increasing faster than the anticipated costs.

The city’s reserves are healthy, according to officials, but if the current trends hold, the city will be spending $2 million more of its operating budget than it is expected to make by the 2021-2022 fiscal year."

Good grief. We are way off topic but a previous poster brought this up. I never said San Clemente had terrible finances. When people make assertions like the one above about San Clemente having financial discipline and implying that it's lost in neighboring cities, that's bunk and this was intended to show it.

It wasn't widened enough. And, inadequate streetlights. Going in and out of Costco is scary at night.

Cities such as San Clemente wouldn't consider projects such as the trolley due to fiscal discipline, especially under the new mayor.

Laguna Niguel is a poorly planned city in many other areas including other parts of Crown Valley parkway, with deteoriating infrastructure and the speed limit is too high overall. Spending money on a trolley should be the last of their priorities and they'll lose money in the long run.
