I think the county would have to make it a highway first, which would not be up to the cities (like Beach Blvd or Imperial). Then they (the county) would have control over the road funded by the state. Your right, Laguna Niguel would be hard pressed to change, but I think Orange County Blvd. is different. With Laguna Niguel, its like, yeah why change, its a little city nobody knows anyway and the road name will not be beneficial. But Orange County Blvd. would be different because Orange County has an identity, and this would help strengthen that identity established by the media.

BTW:I was against the Laguna Niguel change, but am for this one.
