Newport may have what you are looking for. There are many, many young people who live in the neighborhoods along the coast there. I have friends who are pushing 30 who live there, but there are also A LOT of college students in the area. The vibe can be a bit pretentious, but it is also a lot of fun if you can handle it. Huntington Beach feels like a non-stop party sometimes, especially in the summer. Between the bars on Main St. and all the house parties around there, you should never be bored. For me though, I'm not really into the people who hang out around there. On occasion it is fun, but I can only handle the massive amount of big truck driving, tattoed tough guys for so long. Newport and Huntington both have quite the party vibe year round, but I would say Huntington even moreso.

Belmont Shore is also awesome, my wife used to live there before we were married. Definitely more laid back than NB or HB, but with plenty to do on 2nd st as well as nearby. The crowd is more mature in Belmont Shore and you'll see many more families with kids walking around. I'm past the party stage of life, so I actually prefer this environment. As a 22 year old, you may find NB and HB more to your liking.

I know you didn't ask about this area, and maybe it's too far of a commute, but a lot of the young guys I worked with from the East Coast moved to the Hermosa Beach area. I got the impression there were a lot of young transplants there and not as much of a "surfer dude" vibe as HB. Also, a girl I knew from work who moved to the Seal Beach area said she wished she had moved to the Santa Monica area -- she thought it was more hip and happenin' than SB. Just FYI. I lived in Huntington Beach for a few years and I don't think the nightlife would be all that exciting for young people.

You will definately find a nice 1 bedroom in the Shores for $1400 and under. Parking is a major problem, so I'd suggest looking for a place that has a garage or off-street parking. You may have to pay extra, but it's worth it.
