Default Currency Exchange

My son has been in Japan for the past year and he will be coming home next week with Yen that he will need to exchange into U.S. dollars. Will he do better exchanging it before he leaves Japan, or should he wait until he returns? Also, does anyone have suggestions on places here where he can exchange the Yen? We live in Yorba Linda and I have called Brea Travel. They will exchange it for him, but their rate is only .0090 (for example, 10,000 Yen = $90 U.S. dollars). I told my son this, and he seems to think that is rather low. Thanks much.
