Like any American city, the police for the most part don't go out of their way to needlessly engage with visitors, except to otherwise assist them when the cause arises. Officially engaging with people usually requires documentation of some kind that is time comsuming & distracts from a more desirable relaxed workday. Like in any profession there's good & bad, but no more than in any other profession...

I don't doubt that traffic citations are a big part of revenue for the city. And they know that nobody will show up in court 30 to 60 days later to fight the ticket because everyone is a tourist from out of town.

I agree with the OP, AVOID those cities.
On the way? Most of the way is in San Bernardino County and you would be cited by CHP. Request a hearing in Chino and show the headlight was repaired during the trip or immediately upon return.

We went to Havasu a couple months a go and it was great. I didn't see any crazy cops or confidence men trying to game me for my money. Try Lake Havasu or Parker.
