No city I ever lived in, or worked for, turned a blind eye. When the law is broken, the proper authorities will swoop down...
I don't know where you live, or what your experiences are, but the cities do not turn a blind eye to crime....

When your dealing with families like this (where they just don't care about anyone but themselves) they would probably take the ticket and throw it away (or not know what it says because they speak no english) and throw it away. They might also follow the rules for a few days, then retreat back to their old ways. These pests aren't easy to get rid of.

In 1993, while living in a suburb in Westminster, a multi Vietnamese family, 3+ with 7-8 Toyotas in our cul-de-sac moved in a 1200 square foot ranch house. They proceded to park anywhere, noise all hours and then proceeded to cut the garage into four sections to make more living space.
I called the city inspector to check to see if they had building permits. When he was driving past my neighbor and me , we stopped him and asked what he was going to do.
He said Westminster does not like to put people out on the streets...in others words turn a blind eye at the expense of the rest of the neighborhood. I moved from Westminster. I will be moving out of California soon because of this laisse faire attitude by cities in California.

I tell people, if you want a city that is really harsh on anything unsightly or problematic, live in Irvine. They are on you like a rat on garbage if you so much as have a weed growing in your lawn or a car that is an inch on the sidewalk. Cities like Santa Ana, Westminster, Garden Grove, etc. have so many problems that they just let a lot of that stuff go.
I never notified the city of Newport Beach about my neighbors becuase I always figured someone else would, and I couldn't find anywhere on their website that a dead lawn is in violation of anything.
