Someone with a New York plate could be from another part of the state...I lived in upstate NY for 5 years (Rochester), and trust me, people there are nothing like people in NY. They are very nice there, and the pace of life is very laid back. NY is a very large state (much like CA is), and there are some really awesome parts of the state, such as the Adirondacks, Finger lakes, for example, that get lumped together unfairly with NYC. In fact, people in NYC rarely think about the rest of the state. If you want to know how important people in NYC feel their city is compared to the rest of the state, they call everything that isn't NYC or long island "upstate"...when in fact, if you looked at the state geographically, upstate really should only consist of the part of the state that really is up...the adirondacks region, in particular. I always found that amusing...
Just like it's unfair to judge all of CA by OC or all of OC by interactions with people in a small area of OC, it's unfair to judge all people in NY state by your experience with people from NYC. Just remember, if you see a NY plate, they might not be from NYC...they might be from another part of the state (where people are most likely much more friendly I might add), so show them courteousness and don't stoop to the level of making generalizations about all those from the state.
