Well, the only place you're going to stay within this one is the Oregon coast:
Temperature- doesn't go above 80 in summer or below 20 in winter

That will also get you the size (in permanent population, not "summer people" or tourists):
Size- 5,000 - 20,000 people

This would pretty much be anywhere in the Willamette Valley or all of the coast, and even some of the foothills:
Climate- at least 25 inches of rain, and no more than 10 inches of snow a year

These two tend to be some of the larger Willamette Valley towns (Portland, Salem, Eugene) or Ashland. I'm guessing that some of the artist-oriented beach towns (Cannon Beach, Seaside, Newport Bay) might also meet this on a limited basis:
Gay friendly
Good museums, theater, and a good music scene


Generally this is true of most of the smaller towns which do not also have a high unemployment rate (like above 15%)
Very low crime rate

This depends on what you mean by "a good amount" and what you mean by "sunny day" - if you mean not a cloud in the sky, the answer is that happens only in the summer. If you'll settle for mixed clouds, it's more frequent.

The west coast cost of living isn't very low, but Oregon is quite reasonable by west coast standards.

At the coast, this would have to be a very small house or something off the coast a bit inland. In the Willamette Valley, outside the big cities, this is also possible (say Silverton, outside of Salem)
