Yes, she will be able to use her social security number for any of those purposes. If she can find someone to sponsor her for a green card, she can get the "no work" restriction removed, but in the meantime, go ahead and use the number.

I can't help you there, but Wilsonville is a nice area. There has been quite a bit of immigrant crime among the Mexicans just south of there, at Woodburn (also known as "little Tijuana") and a state park near Canby was recently closed due to gang violence. The problem tends to be a bit seasonal, as the criminals who prey on the migrant farm workers leave in the winter.
