The smoke from fires in California is not an "every year" kind of thing. The midges are, generally the hatch out lasts about a month. For swimming, try one of the many other lakes. This last week we had a butterfly infestation, too, that was interesting.
Moving to Eugene, say "goodbye" to the wonderful fall, winter and spring sun we get here. The midges where I live aren't nearly as bad as along 97 and the lake in town, but I'm willing to put up with them to get the sunshine the rest of the year. If they were biting midges, it might be a different story....

Coming from Arizona , Oregon will be cold to you, until you get accustomed to it. LaGrande and Baker are great for ranching and good schools but also have cold winters and to do any big shopping you will have to go to either Boise (2 1/2 Hours) or Tri Cities (Richland, Pasco and Kennewick , Washington - 2 1/2 hours) .
I live in a town that is about 17,000, is farm country-Known for their watermelons, pretty mild winters, summers highs are high 90's low 100's. Good heat not like that dry can't breath heat like Reno. We don't have big shopping malls and have to go to Tri Cites for that but it's only a 30 minute freeway drive . A Small Ranch (5 acres) 3 bd. 2 bth for around $200.000. We have a good community college extention and the big one is 30 freeway minutes away. The Columbia River is 5 miles from us which provides boating ,camping ,hiking and swimming. The big drawback here is it is farm country which means we have a lot of hispanics. But from what I hear , so does Arizona.
It all comes down to what you prefer. It's good for me cause I don't like cold or tons of rain.
The coast is a nice place to visit (6 hours) but don't like the wet , fog or musty smell.
I've lived pretty much every region of Oregon and have been here for 28 years so there must be something I like about it. lol

Salem Oregon is a gang haven with high crime
so I would not look to move there if you value a sense of safety for you and your family. You might consider everyday reading of the local papers of the community you are interested in and you will learn a lot. Check out post by others. I am sure Salem has it's finer points but there appears to be a lot of drug activity and gang wars according to news reports on both elevision, radio and in the papers. Because Oregon rarely puts property crimes and drug criminals in prison or jail, being a repeat offender is a way of life here for those criminals.
It is not uncommon to find in Oregon, a paroled rapist like the one who recently murdered his infant son less than a year after being convicted of raping a minor. Nor is it uncommon to find drug dealers, auto theives, burglars arrested who have extensive histories in crime.
Corvallis, Oregon is a lovely, low crime college town we researched when we decided to leave Bend, Oregon due to winters being too cold for our lifestyle. Bend and Corvallis are both considered safer community than many other Oregon towns. Most of the logging towns in Oregon became and now are meth strongholds after logging was shut down by environmental groups. They look quaint from the highway but that is as far as quaint goes. Get out of your car in Oregon and really look over the city you are thinking about.
Many criminals from California seem to come here, possibly after they exhaust the system there, as is indicated by the news reporting here. Once here, they can commit years of crime in Oregon and serve very little time.
It is difficult to find a community in Oregon that appears to value its non criminal citizens, not because of the police but rather because Oregon's Governor and government does not appear to believe in jailing criminals possibly because crime is a profitable business in Oregon, providing jobs deperately needed here. Another thing to consider.is that your wages will be supressed and you may not be able to afford to leave Oregon once you are here. We have known many people in that situation....Kind of the 'Hotel California' syndrome. High income tax, high taxation and high cost of living in the metro areas with new fees added yearly as local governments find ways to keep themselves in jobs, may mean you could get stuck here.

im going to be moving to Oregon in Nov. and im looking for the best place to move that has the warmest weather and an adverage amount of rain and some kind of job market. would anybody recomend anything?

My opinion:
Pleasant Hill or Junction City, outside of Eugene. People of means here often send their children to private school after finishing elementary.
