I want to thank all that helped with some very valuable answers and information regarding my situation with the dogs! I do understand the part where the dog is as mean as how he is trained and/or treated. Just as an update. My neighbors moved out a couple of months ago. Did I say move out? I meant to say they were evicted. After many months of visits from the police and fire department, the owner evicted them. The owner then spent a solid month having someone do repairs to the house and property before listing the house on the market. We now have nice neighbors in the house. But I'm glad to know from information passed on from you all that I had some options as the humane society had pretty much told me there was nothing I could do unless they came on my property.

Pit bull breeds have one of the strongest jaws in the cannine species. If one gets out and wants to hurt you, the odds say you are dead. Any of your main arteries could be torn to shreds.
Keep a shotgun with you, pepper spray has little effect on a pissed off pit bull.
Also put up some hog wire fencing along the wood fence, in case they get through, it will give you time to aim and blow their heads off (the owners ) for making dogs that are vicious. Dogs are lethal weapons and because of the innocence factor we treat them all like Lassie.
I hope you don't have children living next to those people and their weapons.
"pit bulls" may have strong jaws but they are not the strongest. There are MANY breeds with just as strong, if not stronger jaws than American Pit Bull Terriers, American Staffordshire Terriers and Staffordshire Bull Terriers, and thats a FACT. "Pit bulls" jaws are no different then other breeds of dog. Any vet can confirm this is a myth. There are many breeds that were bred to hunt, kill, bull bait and fight animals like bears and other dogs. All of these breeds were bred to not let go and to have a high pain tolerance but that doesnt make their jaws any different and it doesnt mean they dont feel pain. Yes, they are very determind dogs and if they want to get to you they can, but that doesnt mean that their jaws or bite presure are and stronger than other breeds. It is true that alot of people do get these wonderful breeds to use as wepons or to scare people. They train them to be that way and it is such a shame! That is a horrible thing to do to any dog and its a horrible thing to put your neighbors through! People like that should not be allowd to own any breed of dog because no matter what breed it is they will obviously train it to be mean. As a dog owner it is your responsiblity to make sure your dog is safe, well trained, well taken care of and under control AT ALL TIMES! It is also your responsibility as a dog owner to make sure your dog is not a threat to people (unless that person is a threat to you.. lol.. jk you still shouldnt train you dog to be mean no matter what!) and to make sure that the people that live around you are safe and know that they are safe, from your dog anyway. People that train there dogs to be mean or allow their dogs to be mean should not be able to have dogs! ... I dont think it is right for people to be bringing up myths and giving their opinions on the breeds when someone has a real problem and a real question and needs advice... Anyway.. to get to the original question.. I already posted something about this, but I just thought of something else you could do. This has already been said, but in a lot of cases like this, no one will really do anything untill these dogs attack or kill someone. If I was in your position and I couldnt get the owners, the police or animals services to do anything I would call the police AND animals services EVERY SINGLE TIME that I felt threated. That way atleast they will have everything on record and mabey after a while they will realize this isnt just a one time thing, its an ongoing problem and something needs to be done before its too late. But I dont know, again thats just what I would do.. lol.. Good luck!

We have no disagreement, please re-read my post, I specifically said ONE of the strongest, they also have a locking jaw that makes it very difficult to pry them apart once they clamp down. I am very familiar with this breed.
Notice the reccommendation to shoot the owner, not the dog. I see the dog as a victim of evil intentions. Note: shooting the owners was tongue in cheek, not literal.
I have been attacked and injured, as well as my son nearly lost his sight because of poorly raised mean dogs. Bad owners should lose their right to have a dog if they cannot raise them properly, guard and attack dogs should be registered as dangerous and be under special guidelines with owner licensing and liability.
I am sorry you are not very familiar with this breed if you believe they have LOCKING jaws. They do have a strong bite, so do German Shepards and others. Quite frankly Lassie has enough bite to rip my jugular out if she really wanted to, heck the Taco Bell dog could leave me sterile if I wasn't paying attention. With respect to guard and attack dogs, you do realize that any dog can be raised as a guard or attack dog? You may also want to differentiate between guard and attack as there are tradional guard breeds, but I have never heard of an "attack" breed.

There is no breed of dog with a "locking" jaw. It sounds as if you are not very familiar with the breed, or dogs in general. It is always best to get your facts straight before you sound off.
