You may or may not remember that little recession thing from 2007-2013, which crushed the economy here in Oregon. The rise in crime correlates with a rise in unemployment, drug use, poverty, homelessness, and petty and property crime. When the economy depends on tourists and retirees and the tourists stop coming and the retirees stop building new houses and put their existing houses up for sale, there isn't a lot of work left.

Oregon tends to be one of the first place to stutter to a stop in downturns and one of the last to come out of recessions. Recessions tend to be deep and a bit more painful here than states with more diversified economies, military spending and large employers.

Go to Coastal Oregon, (especially the northern coast closest to Portland) during any hot summer weekend, and see if you can find a motel vacancy, any kind of rental, even a parking spot or seat at a restaurant.

The population of the coast EXPLODES during the summer tourist/vacation/getaway from Portland season, so it's no wonder why the crime rate goes up.

Everybody seems to be at the coast partying it up, and the pickin's for the criminals are easy, hence the crime rate goes up.

If you didn't know it, there is quite the "hidden economy" among full time residents of the coast, it's an expensive place to live and sometimes the "real" economy doesn't provide the bucks you need to survive if you are not a vacationer, retiree, or have the wealth to comfortably support yourself.
