There are cabins on leased forest service land around Diamond Lake. So, a few people do live on federal land. Diamond Lake doesn't met any of OP's other requirements and I suspect that people who try to stay there during winter get snowed in.

Pringle Falls, along the Deschutes River, is on private land and that's in the mountains. People live there year round. Again, doesn't even begin to meet any of OP's requirements.

If you look at a forest service map of Oregon, the mountains are a checkerboard of dark green and light green. The dark green squares are forest service land and the light green squares are privately owned, usually the big lumber companies, and often not open to the public.

Forest Service cabins cannot legally be used as primary residences.

The OP said "near the mountains," by the way. Not in them. Nonetheless, there are some small towns like Crescent Junction where people actually live.
