Most of the congestion out west there is due to the Intel plant on Hwy 26. It is pretty normal rush hour traffic. Although the strip of Hwy 26 from Hillsboro to Cedar Hills can be bad many other times as well.

Are you talking about congestion outside of rush hour?

The 217 around Washingto Square can get quite bad. The 26 going into downtown Portland and coming from downtown Portland gets quite bad, too. Nike and the high tech industry in Washington County attract people from all over the metro. Occasionally, you can move quite well. Rush hour is going to be your worst bet. If you're going from Tigard to downtown Portland, Interstate 5 backs up at the Terwilliger curves, sometimes at Capitol Highway, sometimes at the 217 interchange. Depends on when you leave.
