Why are homes so inexpensive in Hermiston County?
Ulatilla, Scappoose, etc. - something undesirable about the area?
Can you recommend nice towns where I could buy an average to nice single family home for less than 250k? Probably population less than 50k, but nearish a city for when I need city things, safe, a hospital in town, enough doctors, hopefully educated folks (maybe a college town?), not too much snow, generally not over 80 degrees in summer... ideas?

Well, Umatilla is a chemical weapons depot for the Army and they've been in the process of trying to destroy the weapons for, what, decades now? Other than that, Hermiston is a farming community, not a recreation (Bend) or retirement (Ashland) site and is priced accordingly.

My parents lived just outside of Hermiston in the early 40s, in the era of clothes lines and cloth diapers. Mom used to say that it was great because right after she clipped the laundry to the line she could go back where she started and fold it into her basket, dry as a bone. We lived at Ordinance Depot.
Hermiston is a long way from the services you described. Scappoose, however, is not. That town would better meet your needs. It is a suburb of Portland and folks commute to jobs in Beaverton/Hillsboro as well. If you are a commuter - it is a bit of a drive so make sure you don't use a gas hog.

Lots of new housing in Hermiston that is affordable, but the areas demographics have changed a great deal. There has been a large influx of Mexicans in the 90s and 2000s to work in the areas growing economy. Thus, the school district is now about 40% or more Hispanic. This means lots of ESL and bilingual students in the Hermiston school district.
If this doesn't bother you then Hermiston is a great place to live. Lots of sunshine, Blue Mountains to the east, Columbia River to the north, Tri-Cities about an hours drive north.
and Portland to the west is about a two to two and half hours drive west - depending if you drive the speed limit or not.
Hermiston has been growing rapidly and will continue to grow into the near future. It will soon overtake Pendleton as the most populous town in Eastern Oregon.
