The "city" area is around 40,000, but it's divided into the city of Klamath Falls proper, and the unincorporated area of Altamont. The dividing line is partly on Washburn (the area most of the big box stores are going in) and then down by the fairgrounds, with a couple pop-outs here and there. You'd have to consult a map for absolute data.

The city and the county have different processes:
Klamath Falls > Permits and Applications
Klamath County

There have been a couple articles in the paper about the rental pool increasing because of slumping home sales, but I can't give you specific numbers.
