You would probably get a better response if you posted this on the regular Oregon forum. You can also use the search function to look up similar posts about Bend. There's a post called something like "Is Bend good for the not so religious" that would probably answer a lot of your questions.
With that said, Bend is a pretty liberal town. It's certainly not liberal like Eugene, but its not ultra conservative like most of eastern Oregon. Yes, Bend does a local music scene, but it's pretty small. There are several open mics, coffee shops, and bars that offer something for the local musician. My husband is a musician as well, and that was his biggest concern moving here. He is very happy with the music scene compared to where we came from (a smaller western CO city).
The weather is what made us to move to Bend. We love the sunshine and 4 seasons with a real winter. Bend hardly gets any rain, unlike Eugene. The good part is that Bend is only a couple of hours from Eugene, so if a good band is playing over there, or you just feel like seeing the rain, it's pretty close.
