I think you have described La Grande. It's around 10K and has a small four-year university. It does get cloudy during the winter, but nothing like western Oregon, and it's colder. It's relatively remote, so housing prices are affordable, but it is on an interstate. It's about four to five hours to Portland, while Boise or Tri-Cities, Wash. are smaller but closer urban centers. It's conservative and friendly.
