I am looking to retire in a few years. I am looking at the Vida,Oakridge and Toledo areas. I want to know about the rain. I am from a city with 15 inches annually but this is too dry. The summers here are very hot and the population is 60,000. I want a place that is rural and a lot smaller but is not far from the ammenities of a city. I would appreciate any help.

Toledo will get the most rain of the 3 places you have mentioned. It'll get about 75 inches of rain.
Vida is very close to Eugene. You'll get around 55 inches of rain.
Oakridge would get the least amount with about 45 inches of rain. You'd get a bit of snow there as well.
I'd suggest coming up to take a look at these 3 towns and see which one you like best. All of them will be green.

Vida and Oakridge are the better part of an hour away from the Eugene/Springfield area. Housing prices are good. You can still find bare land .16 -.25 for between 20-50,000. Oakridge has several lots available in the $50,000 range up to .50 acre. I'd buy a lot now with plans to build when your ready to retire.
