I live in Seaside and am a business owner in Seaside. Selfishly speaking, stay on the South End. The Tides Motel. Inn at the Shore. They are both on the ocean, on the South End of the Prom and you will eliminate the hustle and bustle of Broadway. My restaurant, the Goose is on Ave U, a block and 1/2 away. Kens Market, a grocery, a block and 1/2 away. The prom, wide open and in front of you. The cove to watch surfers is blocks away to the south. Tillamook Head entrance for hiking is a 1/2 mile drive with plenty of parking.
If you are value driven and don't mind being a block and 1/2 off the beach, the Sandy Cove Inn has theme rooms, totally clean, totally cool people and the best $$ deal in Seaside. But you don't have an ocean view. Another option is the Lanai. Recently remodeled. Very removed...no access to the prom, but beautiful views of surfers and the ocean and no hustle and bustle.
Come any time of year and stay away from Broadway and you will eliminate the crowds. Another hint if you want to stroll on Broadway, take your walks on the east end of Broadway, the Gilbert District, for some of the best restaurants and shops (McKewans, Lil Bayou, Yummys, Tora Sushi, Sun Rose Art, the Natural Nook, the Antique Mall, etc). This will also take you away from the carnival feel.
Final thought...the Chamber website (search Seaside Chamber of Commerce) has Hot Deals. Another place to find some good deals.
Time frame....spring break of the last 2 years has been SLOW and not crowded...but anytime between April 15 and the week before Memorial day doesn't typcially bring mass crowds. Most of June except for sunny weekends and holiday weekends are usually slower. Everything is very weather dependent. Don't come between the 4th of July and Labor Day weekend...that's when true chaos is upon us.
