Grants Pass is a family, retiree, and tourist town. You will likely have a hard time meeting people in your age group. Grants Pass is nearly totally devoid of non-hick people in their 20s. There are the townies who have only ever left their hometown to go to Medford and maybe California, but there aren't many of them either. Not to say Grants Pass is a hick town, because it's not. And not to say that Grants Pass is a bad place, because it's absolutely beautiful, but you'll need to find ways to entertain yourself or befriend older folks who are likely married parents.
Keep in mind Josephine County is an area about the size of Pierce County with a population of about 75,000. The greater Medford-Ashland area which is about a half hour east of Grants Pass has a population of about 145,000 (smaller than the city of Tacoma or the city of Vancouver). You are more likely to meet someone in your age group in Medford than in Grants Pass.
There are probably more sunny days in Grants Pass than in Seattle however. Grants Pass gets about 10 inches less rain per year than Seattle (30 versus 40 inches). Also the summers get HOT. Every year it gets above 100 degrees for about a week, and is in the 90s for a few weeks or more. The area is an outdoors person's paradise. There is abundant hunting in the area, the Rogue River for kayaking and canoeing and rafting on, the Illinois and Applegate Rivers to swim on, numerous trails and woodsy areas to explore and hike. There is no better place for these activities. It's also a decent city for biking in as long as you assert your right of way to the drivers and stay visible.
There are no fiber optic networks in Grants Pass (though there is the Ashland Fiber Network in Ashland), and the local cable provider is Charter and high speed cable internet is available through them.
