You know what would be a better activity if this person was a real criminal is call the police and they would have this person in custody in an hour at maximum.

^^^^Absolutely. You can do this anonymously. If you don't trust the county, the State police has jurisdiction. If the dude really is a crook, not only do you get the peace of mind knowing he is in custody but you will be doing a public service in helping to get him off the streets.
