Does anyone know of a forum for Salem Oregon....other than the ones for gay people. Is there a huge gay population in Salem. When looking for websites about Salem, most of them are about gay pride, gay bars, etc...

Nope, you can't.

As far as a Salem sub-forum goes, I bet that's not likely to happen too soon either.

The City Data Administration closely monitors forum traffic and topics. It opens sub-forum for regions when demand calls for it.

The traffic on this forum for Salem issues likely wouldn't justify a separate forum.
